In addition, you might be making this a tad harder than it has to be. Generally speaking, any AA or AS transfers into a university. Now, that said, you can simply look at the CLEP policies of various universities you're looking at and use that as a guide. In my mind, I see at least a dozen options for you, each with various costs and hassle. I think you just have to work a few angles until you're happy with a plan that is the cost you want for the hassle you can accept. In my mind, completing an articulation agreement works best when you're planning an instate degree. Have you considered completing an articulation agreement through a Maryland community college instead of Florida? Even if you live in FL now, somewhere around 98% of the CC in the USA offer distance learning courses and degrees, which would allow you to take what you have now- roll in your CLEP exams- and then finish via DL inside the articulation. At that point, you can go back home and you'll be all set. (timeline would dictate if that plan would be practical, but you get where I'm going- there are a lot of options).

My daughter completed her AA at the local CC with roughly 30 earned credits and 30 CLEP, HES only accepts 12 credits in CLEP, so she has those 18 or so credits that have to be made up with classes.

That's the kind of stuff I worry about when thinking about grad schools. I'm worried they will see CBEs on my transcript and make me re-take a bunch of "foundation" courses, negating any time or money I saved.

Just be flexible on your grad school and it can be overcome. For example Chadron State will allow you to take their competency exam and a third party self paced course to meet the entry for their online MBA, WGu has no foundation courses for theirs, WNMU MAIS only requires a GPA and an RA degree...the possibilities are endless.
