Excelsior accepted my Microsoft, CompTIA and CCNA certifications for credit. It appears TESC does not. If I get my excelsior transcript sent to TESC, I assume any credit given for such certs would then be available at TESC as credit?

No. TESC will evaluate the original source of the credits - Excelsior will list them on a transcript as comng from another source, and not as credit from Excelsior itself.
"Washing" credits is rarely effective unless you actually complete a degree, in which case a school might recognze an AA or BA as legitimate, even if they wouldn't accept the credits themselves for transfer.

COSC accepted a number of my certs for credit, but when I sent my COSC transcripts to TESC, they only took the COSC classes from those transcripts. Everything else had to come from the original source or ACE for the Microsoft certs. The whole Microsoft / ACE process was its own adventure:

I have a couple CompTIA certs, MCSE and CCNA. The primary reason I went with excelsior was they took them. For some reason ACE does not have CISCO.

For programs to be evaluated by ACE, the company has to partner with and pay ACE. I don't know if CISCO has ever done that with ACE. Some schools give credit for Cisco certs, but they may have independently evaluated them.
