I have talked with Colorado Boulder MS DS program representative.
They said they won't care about any undergrad record.
Owing money at other institution matters only when you're required to submit transcript from that institution because you'll be required to pay the tuition balance before they release the transcript.
As I have said, if the OP hasn't used financial aid, it won't matter.
The program representative is not the Bursar's office, and doesn't have a clue what goes on there. They cannot speak for the school in this capacity. This is a person discussing ADMISSIONS into the program. You don't have to submit a transcript to be ADMITTED.
The NSC alerts schools to students who owe money, either to a school or the Federal government student loan program. This has absolutely nothing to do with submitting transcripts for admissions.
I'd advise OP to contact someone else since I don't think you know what this school will do about this, and neither does the person you talked to.

This feels like a thing one could easily check the school's catalog for. What are their graduation requirements, in writing?

Most schools don't post this in their catalogs that I've ever seen.

100% agree and get it in writing! Most people have no idea what's involved behind the scenes when students apply for graduation and what processes are completed by various offices at the school.

They won't look at it as a graduation requirement. They'll look at it as a school policy. We see this kind of thing all the time where people can rely on their catalog to protect them from changes in the degree requirements (I only need one math course, even though the new catalog requires two), but not from policy changes like deciding not to accept credits from a particular provider.

This was mpney owed to their own school. So there was no need to do an NSC check. Why knows what the circumstances were at the time...11 years ago. We are now talking about today.

Man, you guys are missing the point. Just as we can't say for certain that the debt WILL cause a problem, we also can't be certain it WON'T. Who wants to find out by doing all the work and paying all the money FIRST? If it were my hard earned time and money, I'd want it in writing...of course if it were me, I'd take responsibility and pay my debt to the first school.
