I don't believe this is true. The MS program doesn't require anything from undergrad institutions. It means they just don't care.

I would absolutely research that thoroughly before relying on it. While the website makes it clear you don't need any transcripts to be accepted, I could easily picture CU Boulder requiring either transcripts or doing a check with the clearinghouse before issuing a diploma. It would be heartbreaking to do all that work and get pulled up short right at the end.
I wonder if the OP has tried contacting their original school and pleading hardship. I could picture an appeal possibly netting some reduction in the owed tuition...if not, they've lost nothing by trying.
