I have been curious about this for a while now, and there seems little on it. Pretty much the hypothetical scenario is like this. You have strict institution A who only allows you to have one score in clep, if you go below the set score it gets thrown in the gutter. You have institution B where they are okay with however many times you take it as long as you don't go past 15 credits. What is stopping me from taking the clep until I succeed, going to institution B, take a quick class during Summer, apply clep credits, and then transfer back to institution A with those credits. In this scenario let's say that there is no credit loss between transfer. I've seen some people talk about how this isn't right, but how is it any different from a reverse transfer? It seems like there is a whole lot of grey and no one is talking it.

That's not how transfer credits work. Institution A will only take credits from Institution B that were actually taken there. Anything "transferred" to Institution B (like CLEP, which is not exactly a transfer but similar) will be noted as such, and Institution A will want to see the original credit. If you take courses at Institution C and transfer them to Institution B, Institution A will want to see transcripts from Institutions B & C.
With CLEP, you can ask on the transcript request form to only send passing scores of 50 or greater to an institution if you'd like. So that institution will never see your failing scores. If they require a higher score than 50, then you need to contact CLEP to see what to do about sending your highest score only (if that's possible). I imagine that if you retake an exam, that they would send only the best score, but you'd have to contact them directly to find out.
I don't think an institution would be able to find out that you had more than 1 CLEP score for an exam.
