How could you test out of a degree at TESC, if they cap the ACE credits at 90? Wouldn't ACE be S/L, Clep, Dsst, and Alexs? If so what is ECE exams classified under? I'm looking into the bachelor of psychology for TESC. Realistically I'd like to test out of 117 credits and take one course from tesc so I could have a GPA when I graduate.

No. TESC accepts 120 transfer credits. This means any source, including all that you listed plus others including courses from other schools. I wasn't aware of the 90 credit limit for ACE, but either way that should not apply to CLEP or DSST, but it will apply to ALEKS. Not sure about ECE.
Take a look at the wiki, you will see several degree plans actually used at TESC.

2013 switched major to CS, then took a couple years off suddenly.

There are limits, but they are in different areas. For example they limit CC credit at 80 hours I believe, but that has no effect on your ACE, there is no limit to transfer credit from 4 year schools, no limit on CLEP/DSST to my knowledge.
The whole point of the big three is the amazing amount of credit they will accept, you can test/transfer out of that degree track.

I had the same question and I asked TESC. I was told they would accept 90 credits from Cleps and 90 credits from Dantes, plus credit from B&M, etc. Don't worry about it... I graduated in Dec 2011 with BA History, Credit-Wise I had 14 B&M, 6 TESC, 21 FEMA, 3 ECE, the rest were Clep & Dantes.

I should clarify. By "any source" I really mean "any source approved by TESC." They have the right to refuse to accept any given course or test for credit. However, as rebel100 stated they are very generous, which is why it is one of the "Big 3."
BTW psychology is a well-traveled degree path at the three schools. I'm not sure if you can still 100% test out but I think you can come pretty close and fill in the few remaining requirements with cheap distance learning courses.
