I'm currently active military. Can I just pay the 1700 in state tuition rate and not have to take 24 credits of TESU classes or do I need 24 residency credits regardless of which plan I'm on? Thank you.

I believe you can only go on one plan in order to receive the reduced rate. It's the MDCP plan, but I could be wrong.

I did the enrolled option plan (no residency required) and paid the 1700 out of pocket since the GI Bill will only pay that fee if you take at least one class through TESU

As far as I know, TESU can only take TA or GI Bill money if you're under the military degree completion program (tuition is $250 a credit that way) in which case you have the 24 credit residency requirement for a bachelors. If you don't want to take 24 credits, then you have to pay out of pocket for one of the other enrollment options.
Even though I'm not using military funding for TESU I opted to stay under the MDCP because the discount is so substantial. 7 TECEPs plus 1 class is cheaper under the MDCP than any of the other options were, and I don't really mind having to take a few extra tests. I'd have to take the capstone class regardless, so time wise it's a wash in my case. YMMV.

As active military you will receive the in state rate, however you will have to pay out of pocket. It is also probably for the better, since if you use TA for your Bachelor's you have to wait 10yrs before you can use it for your Master's. If you don't use TA during your Bachelor's the 10yrs do not apply to you. My advice save your benefits and pay out of pocket or use the TECEP's to meet the 24 credit requirement.
That 10yrs is especially meaningful if you don't plan to be a lifer.

You may want to email them yourself, but I was told "[FONT="]If you are eligible for the Chapter 33, G.I. Bill, it will cover your enrollment fee as long as you also take courses from TESC in the same term for which you receive benefits[/FONT]"

The VA requires this because other traditional tuition plans that require students to pay a larger amount up front and take classes throughout a 12-month enrollment period can be problematic and costly for the student and the VA.
