Are there any benefits to applying for graduation early? Is the audit one of those, you'll be audited in the order received and twenty-five business days later you might hear from us? Or does it matter at all as they only review at set times? I'm waiting for my last transcript to be evaluated and that won't be until May 1 if they stick to the 25 day rule. I'm in my capstone course - started in April. So, unless I miscalculated something, I should be finished. I've already paid for everything except the graduation fee, so there really isn't anything stopping me from applying except maybe waiting on that evaluation.

From what I can tell they evaluate for graduation in order received. If you don't have everything they need at that time they will send you an email stating what you are missing and when it will be re-evaluated. I had originally applied for graduation in December, but then was not able to complete my capstone.
The first review response I got was at the end of October and stated:
We have completed the audit of your academic and financial record, as you requested when you applied for graduation from Thomas Edison State University. The audit shows you have remaining academic requirements and/or financial obligations to the University. The details regarding remaining degree requirements and/or outstanding financial obligations are below:
You have been audited for a BA in Liberal Studies. We are currently waiting for your final grade from the August 2016 term. Once your final grade has been posted your file will be reviewed again for December 2016 graduation
Then I registered for the March term and got 2 more reviews, most recently:
You have been audited for a BA in Liberal Studies. Our records indicate that you are currently enrolled in the March 2017 term (still need to pay fee, please call or you will be deregistered). Unfortunately your final grades from the March 2017 term are not due to be posted to the University in time for us to complete another review of your file before March graduation. Your file will automatically be reviewed again for June 2017 graduation.
So long as you pay by the deadline for the term you want to graduate, you should be good. And they will keep reviewing until you've met their requirements. If they respond saying they are deferring review for another term, but you've sent the transcripts, I'd call to speed up the process and request a re-evaluation.
