When you asked me this question over on my FB page, you didn't say her age. I will amend my answer to tell you that you may encounter some trouble. It's possible that TESU will not allow her to enroll until she's 16.
she will be 16 by the time she is done

Does the Study.com membership have to be currrent when she applies to TESU or does there just have to be study.com courses on the ACE transcript?

A risky, but good plan B, is just to DIY her degree using the course recommendations here. You can build her plan now, at any age, and then apply/enroll as soon as she can. The risk is that there can be changes to the degree plan she's following, but I'd probably roll the dice if I were in your shoes.

The plan was to accumulate credits and when she has over 100 to enroll. By that time she will be over 16. I know different requirenments can change from time to time. It's a risk but I think it's worth it. Enrolling now is not an option at COSC either since their age requirenment is 16.

I had just turned 15 when I was accepted. I had 90+ credits which included CLEP, DSST, Straighterline & Aleks. A friend received the age waiver this month, and in the letter that confirmed his approval of the age waiver it was stated that if you are a Study.com Affiliate student then the Age Waiver is automatically granted. It would be worth asking to confirm the accuracy of that statement, however, it did come directly from from the Dean of Admissions.
Completed:
TESU BA Social Sciences, BSBA (ACBSP Accredited)
WGU MBA in Healthcare Management (ACBSP Accredited)
In Progress: Creighton University PharmD

Wow, I didn't know there were waivers for such a thing. Congrats!
I will still recommend to just continue on with the credits until she's almost done.
She can apply/enroll in the Capstone right after her courses transfers over.
