So this question is about the BSBA and why it's easier to test out of than anything else, is it because it doesn't have the following requirement?

Because for several degrees I can take classes at my local community college but I doubt many of them would transfer in as UL. Is that the secret?

The BA degrees require a capstone that cannot be tested out of. For the BSBA general management there seems to be more opportunity to test out of the requirements. Some of the BA degrees used to be test friendly but the requirements have changed and it is harder to find tests that satisfy the requirements for some degrees but there are still alternative credit sources that can be used just a bit more expensive then CLEP or DSST. The liberal studies degree is very broad so that degree can almost be tested out of except for the capstone. The BSBA has a course instead of capstone that can be completed via testing or transfer. For CC courses they transfer in as 100 or 200 level courses.

The BSBA in General Management is totally able to be tested out of because the courses they require just so happen to also be courses that have tests! There's really no trick. They do have the same UL requirement that you quoted; it's just that there are plenty of UL exams that will fit the bill. Between UExcel/TECEP/DSST/Sophia, you can get all your UL credits that you need.
Once you get more specific though - if you want to get a BSBA in CIS, or Marketing or Finance or HR or Ops Management, you will not be able to test out of some of it. That's because in the "Specialization Area", there are very specific requirements that have no exams. You may be able to find a course at another college, but some will just be more difficult to find. Even TESC does not offer all of the courses they require (they require Quality Assurance for the Ops Management concentration, but don't offer it).
The final thing: the BSBA "capstone" is Strategic Management, and for whatever reason, TESC doesn't require that it be taken there like every other capstone. You can take their Strategic Management TECEP, or they will accept Penn Foster's course for it.
CC courses will transfer in as LL courses, but some will come in as 200-level, which are not as much of a problem as the 100-level courses, which have that maximum. But you can't get your UL courses there. I took the required Organizational Theory course at the CC, it transferred in as PSY-299, even though if I took the exact same course at a 4-yr college or at TESC, it would have transferred in as PSY-360. Luckily I already had enough UL courses that it didn't matter.
