"Other Courses" means courses that don't fit into your degree. Since you didn't post the complete end of the evaluation, it's hard to tell where those 7 credits are needed. I'm only seeing 4 credits needed in business electives.

Some overages can go into free electives, but I don't see why they would when you still have business electives to fulfill.

I'll probably run this by my advisor tomorrow then; I'm still in another school at this time, which should knock out an additional 18-21 credits (one English class will probably overlap with the one I already have posted, thanks to an oversight in part of my USAF Education Office counselor).

I'm kind of bummed with my Journeyman credits not being applicable anywhere, but considering how many more CBE credits are accepted at TESC CLEP and DSST exams will more than make up for, so thanks for the clarification on that.

The journey credits are only good as free electives for most degree programs. There is only room for 6 credits of free electives for the BSBA programs.

The way I see it, you have two credits of overage from that 8-credit human resources course. It's being used to fulfill 6 credits in the area of specialization. Combine those two credits with the three credits you have from principles of supervision, you have 4 credits of business electives left. What they are saying is that you have 7 credits instead of 9 credits of business electives to fulfill since you got two from intro to human resources. Principles of supervision fulfills 3 of those 7 credits.
