4 were placed in Free electives and the 9 I mentioned are in Other Courses.

If TESU placed a particular course as a Free Elective, then it's considered (by them) a Free elective, and they won't let you use it as a Gen Ed.

While your previous school called it a CIS course, TESU has determined that they consider it a CAP course, not CIS. So down to Free Electives it goes.
