The 15 credit limit would refer to the number of credits per semester, not total. I have taken 5 TECEPs so far and I registered for 2 more and have not had any problems. The most I registered for at a time was 3 TECEPs. I believe I read somewhere that TESC limits the number of credits per semester so that might be where the 15 credit limit comes from.

Yes, exactly as stated above. You can't take more than 15 credits per semester without approval
