I understand that I must submit appropriate paperwork and the fee for graduation but through TESC is there a way to get a Letter stating that I've met all of their academic requirements and I'm "technically" done with the degree?
The reason I ask is because I'm applying for a military program and unfortunately the applications are due well and truly before I'd receive my diploma? Any help with this would be extremely appreciated.

After you've enrolled, applied for graduation and have undergone the graduation audit, you will receive an official letter stating that you've completed all degree requirements. I, personally, do not know of any other method to show completion but others in the forum might.

TESC is at best only able to provide a letter of good standing, unless you do as jtalama says and apply for graduation and go through the audit (which also takes time). The reason being (as I was told), is that they are not allowed to speculate degree completion. I had a similar issue.

But can you apply for graduation before all of your academic requirements are met? I am taking my ECE in Cultural Diversity and TECEP this week which are my last 2 classes. Will I have to wait until those are reflected in my academic evaluation before I can apply to graduate?

You can apply for graduation before the requirements are met, provided you expect to pass/receive/complete credit prior to the graduation deadline. I applied for graduation before my credit was imported into my evaluation. There's a section in the graduation application dedicated to credit you expect to receive.
FYI-It takes about 4 to 6 weeks for the graduation audit to occur and receive your official "graduation" letter. You also have to be enrolled and have paid any tuition or fees.

Is it a medical program, like IPAP or AECP? I am in the same boat, but I am waiting on my actual degree so that I can have it put on my ERB, and try to get a copy in before the boards meet. From what I have heard, everything on the packet should match up. Civilian education level on the ERB should batch what it is in IPERMS and should also match what is on the official transcripts. I'm assuming the reasoning is because it causes less questioning. I think I may just end up sending an updated transcript to them once the degree is conferred, since the CV indicated how many credit hours were left anyway at the time I sent it in.
