It's not listed in the 2016 catalog as fulfilling the requirement, but when I ran an eval based on an ASBA (so they based it on the 2016 catalog), my Technical Writing TECEP went into Info Lit.
This was a pretty easy exam, so I would recommend it if you need a TECEP, and need the Info Lit requirement met.
