I have been trying to find the answer to this and am hoping someone can answer it. I am a bit confused. I know that TESC allows 120 credits to be transferred in. Assuming you are able to do this, can you elect the per credit enrollment fee and not have to actually pay an enrollment fee?

The pay per credit fee has a residency requirement. 24 credits for a bachelor's, or 12 for an associate's, must be earned at TESC. The enrolled options plan has no residency requirement, but requires an enrollment fee.

Taking 8 TECEP exams will fulfill the residency requirement. So put those into your degree plan FIRST, then fill in the rest.
