Can I take TECEP courses without being enrolled or even having applied at TESC? If so, how do you get your credit?

Yes, you can take TECEPs without enrolling or applying. You're lucky that they just lowered their rate for non-students. Everyone pays $99 now. I've never taken one, but I would guess there is a transcript. I don't know which schools accept TECEPs.
