Anything that starts with a "3" or "4" is considered UL. Substance abuse comes in as Drugs and Society SOS-304, so it will fulfill the requirement.
Based on the free-clep-prep-free difficulty guide http://www.free-clep-prep.com/dsst-difficulty-list.html, I'd recommend Intro to World Religions, Business Ethics and Society, and Ethics in America for your next three tests.

Oops you're right. Free Clep Prep claims they're UL but TESU takes them as LL. Substance abuse, History of the Soviet Union, Fundamentals of Cybersecurity, and Money and Banking are the only TESU UL DSST tests.
They used to be UL, but got downgraded a good while ago. You can always look at the ACE database to see what they say a course is.
Free-CLEP-Prep hasn't been updated in ages.
