Where is the cheapest/easiest place to take a science course with lab credit
Completed:
FEMA: 20 credit hours, B&M: 33 credit hours, AARTS: 14 credit hours, certifications
ALEKS: Intermediate Algebra, College Algebra
CLEP: Analyzing & Interpret. Literature CLEP - 66, English Composition Modular CLEP - 58, American Government CLEP - 58, Social Sciences & History CLEP - 63
DSST: Intro to Computing DSST - 452
Straighterline: Business Ethics (88%), Criminal Justice (94%), World Religions (93%), Cultural Anthropology (92%), Intro to Sociology (94%)
Sophia: Biology, US History I

It seems the usual suspects fit the bill here.

CSU Pueblo has a few self-paced science courses w/ labs for non-majors at ~$625 each.
Idaho State has a self-paced Astronomy course w/ lab for $425. (Register through the University of Idaho website, not Idaho State)
BYU has a self-paced Physiology course w/ integrated lab (i.e. not 3 cr + 1 cr lab) for ~$500.

If community colleges are fine,

New Mexico Junior College has a few Biology courses w/ lab online for ~$250 each. (full semester)
Central New Mexico College has a couple of Biology courses for non-majors w/ lab online for ~$200 each. (full semester)

As for "easiest", 100-level courses for non-majors are not exactly heavy...

Some of the NMJC courses are half semesters- they are closer to $100 a credit all said and done.

If you are a veteran, Colorado Mountain College offers several for $57 per credit. It is more expensive for non-veterans though.

If you are looking for fast, KCTCS Learn on Demand offers several that can be completed quickly. The Applied Physics was a tough course with lots of lab reports but it didn't require a lab kit because the labs were all virtual. The total cost is about $650 and includes the textbook. With KCTCS you have to make sure you register as non-degree seeking to avoid a bunch of hurdles with transcripts and academic standing letters.

I've noticed a lot of these schools have separate credits for lecture and lab, how easy would it be to convince a school that requires all gen ed science courses to have a lab to accept the Biology CLEP with a lab credit taken at one of the above schools?

There are colleges that give lab credits for CLEPs. Of course, that doesn't help someone attending the Big 3. You would have to verify with the school where you're planning to use these science credits, but it might be possible to test out of the lecture portion and take the standalone lab through Straighterline or a college. TESC also offers standalone labs.

This particular requirement would be for APUS. They do not accept CBE science courses to meet the Gen Ed requirement because they don't include a lab, they state on their equivalency website that all science CBE will only be accepted as Free Electives because of that. I have an email in to advising to ask about it if they'll accept CLEP + lab, but this would require a slight shuffle on my part, as I have to be careful how many alternative credits I use since APUS only accepts 30, and I'm at the 30 credit mark now with my 12 planned CLEP credits (American Gov, Social Science & History).

I think cost is THE factor for science labs. My "DIY Post-Bac" cost me more than my TESC degree by several thousands of dollars. Labs are either hands on or virtual. And hands on can be in person or at home.
For traditional classes with labs, I think the cheapest option is probably butt in seat because you won't have to cost of buying lab packs, just tuition and books. I'll give you an example. For general biology, I went through Ocean which was about $200/cr out of state. (there are cheaper options now since more CCs are offering online labs). So it was 8 credits (2 semesters) $1600 plus 1 book we used for both semesters and online access code ($250) plus 2 lab packs- one for each semester at about $200 each = ~$2250. If I'd taken that on campus (even at the out of state tuition rate) it would have been $165/cr plus books = $1570. BIG difference, especially if you need 8, 16, 24+ credits of science.

It's possible that UNE has started using digital labs/virtual labs, which would bring the lab pack cost down to $0, but they're still up at $300ish/cr. UNE Online Tuition | UNE Online College of Graduate and Professional Studies

Then Straighterline probably won't work for you because it falls under alternative credits (or at least it did last time I checked).
