I was reading up on how to register for TECP's credit by exam and it says you have to fill out an application by paying $75 and then they will process it within 2 business days and assign college ID. So that mean I pay for registration and then again for the test I am registering for? I thought taking TECEP is just as straight forward as taking CLEP or DSST except you use ProctorU, am I missing something? how did you all (those who taken TECEP) do it? is there any simple or quick way to sign up to take test?

I plan to graduate from TESC so I paid the application fee ahead of time. I dont know if the fee is different for people who are planning to graduate from a different college or not.
I found TECEPs to be significantly more complicated than CLEP as there appears to be a lot of unnecessary waiting. For example, if you wanted to take a TECEP as soon as possible, you would have to register for it by the 17th of november and wouldnt be able to take it until the first week of december at the earliest. Furthermore, they limit how many tests you can take concurrently to 5.
As far as the exam goes, I found the TECEP to be easier than CLEP (ive only taken 1 TECEP and 2 CLEPs so far). The exam seemed to focus almost exclusively on knowing term definitions and was lacking critical thinking/comprehension questions entirely. I dont know if that perspective is shared or not since there is surprisingly little information shared on TECEPs

I had heard that previously you did not need to apply to take TECEP's, but that this has changed. So yes, you'd have to pay the $75 app fee and then the $111 TECEP fees separately. And yes, registering is a pain, you register as if it was a class rather than a test, so you have to register to take it in a particular term. It's a pain, but worth the $888 I'll pay for 8 TECEP's rather than $3000+ to enroll.
Regarding TECEP's being easy, I took the English Comp II and Technical Writing TECEP's, I did not find them easy at all. And I think I'm a pretty good writer. I would much rather have taken the English Comp CLEP exam, I scored an 86% on the practice test and thought it was a piece of cake. But I needed that stupid TECEP, plus taking a CLEP is quite a long haul for me so it's easier to take the exams from home.

Must have changed. I did a TECEP last year and only paid for the test. As I recall the registration thing was confusing. I called and they told me how to do it.
