Note: BTW, your PM is disabled.  Basically - I'm in Asia, consulting/traveling for the next 3 years. Place all your credits into an ACE account, for CLEP and other tests, they keep a record. For a fee, you send the bulk of it when you're done to the school you decide.

1) Apply to TESU when you finish your general education courses or before June 1, as the catalog year requirements change each July, with the exception of last year, changes were made April 1.  Send in your transcripts in batches at a time when you complete them.

2) There are no discounts for the capstone, it's a required course.  The general education courses can be taken with the main providers such as Davar, Saylor, Shmoop, StraighterLine, Study.com - I would recommend applying for the capstone when you have the Study.com affiliate discount.
