Rasmussen College offers a Flex Choice option that mixes traditional courses and competency-based courses. I didn't do much digging, but it looks like students pay regular tuition and feels while qualifying for a $1650 grant. Most Rasmussen programs are about $8500 per year. You can save even more money by taking their self-directed assessments at $99 per attempt. However, they don't offer many credit by assessment options.
