From that link dating back to 2019, there are a few programs that are valid, but the author most likely was "paid" to place the state recognized but not fully accredited program at the top of the list!   I guess I just answered the quiz for you.... yup, BSU is only state recognized and the PhD's are actually "inferior" as they have to reword it... by adding a word to the degree, so others will not get confused to know it's not a "real accredited PhD".

The inclusion of Breyer State on any list of legitimate universities automatically discredits the list as well as the author.  If you go to the homepage and look at the other "articles" it seems clear that they are little more than paid ads with a thin veil of journalism.  There may be some good info embedded in these ads but I'd recommend verifying any/all of it through alternative (primary) sources.
