The applications states that,

"...the residency requirement for all military programs offered by Thomas Edison State College have academic residency requirements of nine (9) credits for an associate degree and 18 credits for a bachelor's degree..."...do I just check the box and complete the application?

How do I avoid having to meet the 18 credit residency requirement?...I want to CLEP out and take SL and ALKES courses only....

Hi iCLEP2,
When you enroll as military, they will put you in the MDCP and you'll have the residency requirements of 9 SH for AA/AS and 18 for BA/BS. TESC will not charge you the enrollment fees. The only time you will get charged the big bucks is if you do not complete the residency requirements like when you decide to test out. The only way around paying the fees is if you, being military, submit your GI Bill Certificate of Eligibility to TESC. You can then test out and the GI Bill will pay for your fees, enrollment fee for sure(Which is the big one). That's what TESC and the VA told me. Since I will test out of the remaining requirements, my GI Bill will pay the big bucks when I get ready to graduate.
Hope this helps,
