because they are NCCRS or ACE recommended.

When you complete an ACE course you have the results transferred to an ACE account which is eventually used to prepare an ACE transcript. I think Saylor itself provides the transcript for NCCRS courses. Many schools but particularly Excelsior, Charter Oak, and Thomas Edison accept both of these types of credits.
