I am looking for a 3 year general studies degree from a school in Quebec; one that has open admissions like Athabasca, liberal transfer and residency policies like the Big 3; and very minimal UL credit requirements. Is there any school out there like that? Hell, I'd take a two year general studies CEGEP if it has liberal transfer policies and didn't have a residency requirement.

Athabasca has no residency requirement for their 3-year general studies degree, but they don't accept CLEP and other CBEs.

There's La TELUQ, but you have to show proof of competence in French for most of their programs. UVC/CVU might be helpful.
Formation à distance - Università à distance et en ligne - TÃLUQ
Canadian Virtual University CVU - UVC

While Athabasca does not accept CLEP/DSST, they do offer their own set of Challenge Exams.
