I came across this on TESU website, they no longer transfer the capstone course for credit, but see the link below, does that mean it's up to the Dean can waive it for you if you are an instant grad. I don't know if it's me or what to make of that.
I thought it's an absolute requirement to take that course at TESU.

If you alreadyhave a capstone from somewhere else and have all other credits, maybe they will waive the requirement to take at TESU. Strategic management is a common course. It isn't a waiver of the capstone itself.

I think I might have asked the Heavin School of Arts if I could waive the capstone since it would be pointless for me. I've already taken more advanced research courses for my masters and PhD programs. I was told no.

If you haven't taken a capstone course for the BSBA (example, Penn Foster Strategic Business Management) PRIOR to June 10, 2016, then NO.
There is no option to transfer the course if you took it say, August 2016 as it's past that "threshold" date. Ask yourself, did you take it before the date?
If you're asking about taking it now, the answer is a straight no... there are no appeals unless you took it during that time and had a delay.
