This is the first I've heard of this outfit. It looks like a "membership platform" that offers "honorary" degrees without having any degree granting authority.

Yes - this practice is familiar to me. There is a variety of sources, in several countries, for these thingies. I imagine some locals abroad might be impressed by these "fine American" honorary degree-looking papers, along with a good story of what great things the recipient supposedly accomplished to receive the award.
I've even seen these honorary "awards" accompanied by titles - Knight, etc. First time you've seen it? I don't think it'll be the last. Certainly, no one seller has a monopoly on this.

If it's in Skyrim - you need mods. A lot of stuff on them on YouTube. Historically speaking, in real life you had a shot if you were already a Karl. Karls could become Jarls. All a matter of having the confidence of your supporters. Kind of like politics everywhere.
Now if you want to be Doctor of the Universe - you just send money to the Universal Life Church. Knighthoods? Easy - you can Google one up just like THAT! I notice quite a stir of Teutonic Orders in that field. Einige Leute haben Nerv!

Maybe I could do something like Dr. Strange and award myself the title of "Sorcerer Supreme of Earth-616" I'm not sure I could handle that cape though. It's not my style at all.
