I am from India too, and I am taking ACTFL OPI in my mother tongue Telugu on 18th this month. Your friend can try in his own language. Also, I confirmed with admissions that you can send evaluations by any NACES member, some are faster and easier than WES.

First, if your friend already has a bachelor's degree, then he doesn't have to do the GEC - so no foreign language needed.

I suggest going for the BLS and a concentration of your liking... It's best to get an evaluation and wait for them to complete the academic audit to illustrate what courses are required and missing. Make a note that you need at least 30 credits, bulk would be upper level and in the concentration/minor.

This 100% depends on the evaluation from WES. Not every international degree is recognized in the US. I would get the evaluation done so they can see what will be accepted for transfer credit.

The GEC is waived for those who have a bachelor's degree. Since your friend has an international degree it will need to be evaluated by WES to see if it would be considered a bachelor's degree in the US as all international degrees are not recognized here. They will evaluate each course completed. I would do this first so your friend can see what will be acceptable in the US. They also have to complete a minimum of 30 credits at UMPI so taking any classes without that evaluation may be a waste of time.
