Hello! i really need a lot of help from you guys. i really need a college degree by the end of this year and i dont mind if it's only nationally accredited or if it's not from an institution with a good reputiation.
i was thinking about Penn Foster but i have to wait for the books to be delivered and that takes a long time. Does anyone know a faster route? Testing out of a nationally accredited college?

Not possible to my knowledge. All of the schools we talk about here have courses that must be taken through them. I'd say the absolute minimum lead time would be 5-6 months. That would be if you had almost all the credits completed.
Worse, most of them only issue diplomas at set times. For example, TESU graduates 4 times a year: March, June, September and December. To make the March graduation, you should have started their capstone and cornerstone courses in November, which you've just missed, so the best you could do now is June. Other schools either have similar constraints, or require still more courses be taken through them.
That said, post your current credits and we'll try to find a plan that gets you done soonest.
Note: There's no sense going into details at this point, but it might be possible to make TESU's March graduation by starting those courses in Dec, but you'd have to be OK with the possibility that you would try and and still get bumped to June.
NanoDegree: Intro to Self-Driving Cars (2019)
Coursera: Stanford Machine Learning (2019)
TESU: BA in Comp Sci (2016)
TECEP:Env Ethics (2015); TESU PLA:Software Eng, Computer Arch, C++, Advanced C++, Data Struct (2015); TESU Courses:Capstone, Database Mngmnt Sys, Op Sys, Artificial Intel, Discrete Math, Intro to Portfolio Dev, Intro PLA (2014-16); DSST:Anthro, Pers Fin, Astronomy (2014); CLEP:Intro to Soc (2014); Saylor.org:Intro to Computers (2014); CC: 69 units (1980-88)

Yes, the next two months. i dont have any. Do you know how long it takes to take Penn Foster exams? i know you can only take 13 a week and that you need to wait for shipment of books before you take them?i know you take some tests that are immediately graded and then you take proctored exams at the end of the semester. it shuold be fast except having to wait for the shipment of books.
Do you know how many tests there are per semester? if there are only 13 tests per semester that means i need to take 6 semesters so 6 weeks if i transfer 30 credits.

It won't be possible at COSC, EC, TESU or WGU to get your degree this year.
You'll have to provide more information: what do you need (accreditation, AA / BA / BS / cert, concentration), what you already know / have (prior education / work experience).

i need a fast bachlor degree. i dont care if it's only NA.i prefer it, hopefully it's faster. i will never use this degree. i need it for personal reasons.
i have a highschool degree from another country and worked as a sales agent and also as a paralegal- all in a different country. And how do i prove i worked there? Do i have my bosses email and confirm?
i have also a certificate as an economic agent. Do SATs in another country count as credit?
Can someone please tell me how Penn Foster exams work? What are the steps? You enroll and then what? You can take the exams straight away or do you need to wait for the shipment of books?

Are you interested in pursuing a degree in 2020? What is your budget? Are you in the US?

SATs do not count as credit.
Are you in the United States, because WGU might be an option to have a degree conferred quicker than TESU, COSC, EC? However, it can't be done by the end of the year. Best case, you quickly take and transfer in 90 credits and take the remaining 30 credits at WGU, after completion, WGU usually confers degrees within a few weeks. Probably somewhere in February is the earliest it could be done IF and this a big IF, you can complete all the exams (90 credits) and 30 credits at WGU in record time.

WGU has proctored exams that aren't open book and i don't live in the US.

Important. There is no degree option without taking some level of proctored exams. The Big 3 and WGU are NOT diploma mills.
