My question is if you have an Information Technology Project Management Lower division, and I have study.com project management Upper division.
does TESU take them as separate courses or they overlap each other??

If they are different course numbers then they don't overlap. SDC's Business 311: Project Management is brought in as MAN-435. I'm not sure what you mean by "Information Technology Project Management" but if you mean Sophia's Project Management then that is MAN-235. These two do not overlap.
In progress:
TESU - BA Computer Science; BSBA CIS; ASNSM Math & CS; ASBA

Look this IT Project Management course is offered at community college and it is oriented in the Information Technology.
The one from Sophia is oriented in business.

It's unlikely TESU will bring that in as anything except Project Management, MAN-235. It will definitely be a LL course if it's a community college course.

Look- You pretty much answered your own question... Upper Division can be substituted for lower division, but Lower Division can't be substituted for Upper Division- Community College courses transfer in as lower division, furthermore an "IT Project Management" course is project specific whereas "Project Management" is broadly applicable across project types...
My .02 (take it or leave it).. take a look at the TESU transfer equivalency database:
https://www.tesu.edu/admissions/transfer-credit
See if your institution & course are in there.. if not, go straight to the source- email the registrar's office, it gets no more accurate than that...
Good luck however you choose to proceed!
