I looked at the History degree at their Mesa Location, and it does NOT have a 2nd language requirement at all. So you might see if you could transfer there and finish.
Also, for the main campus it does show that you need a 2nd language - but it also shows that they start telling you to take that your second year, right in the major map (degree plan), and for 4 semesters. So I can't see how this was overlooked.
Anyway, I'd see if I could just do the other campus degree and call it a day.

Those degrees are not traditional history degrees so they have their own special requirements I do not meet. If you read towards the bottom you will see it requires field related classes..
"Students will need to complete 15 credit hours of Related Area Field courses (minimum of 9 hours upper division). Students choose one Related Area from the following options: Political Science (POS), Science, Technology and Society (STS), American Indian Studies (AIS), English (ENG), Religious Studies (REL), and Transborder Chicana/o and Latina (TCL). See Related Area Field prefix list below."
If it was just 3 classes or something I would take them but a requirement you can't see but I can is that you are required to physically take 12 credit hours at the mesa campus.
