Have you tried your local community college or state university system?
Our local CC (Montgomery County MD) offers Java, intro C++ and advanced C++ classes entirely online. Any RA college that offers IT degrees online should meet your needs!

April 4 2009 through July 6 2009: 1 GRE subject exam + 1 Penn Foster credit + 11 DANTES exams = 61 credits. Average per-credit cost = $23.44.

It's not clear what kind of accreditation you're seeking. I'm guessing you meant courses evaluated for credit or more like 'courses for college credit'.
If ACE evaluated courses are OK, Penn Foster's VB.Net transferred successfully to Excelsior for cbrchris (
http://www.degreeforum.net/members/cbrchris.html).
The Game Institute also offers ACE evaluated courses in C++ (and Discrete Mathematics, in case you're going for a Computer Science degree):
Game Programming, Video Game Development, Video Game Design
Athabasca University offers many programming courses, but they're not on the cheap side:
