No more Federal Aid for competency-based education programs.

The U.S. Department of Education has discontinued experiments on the disbursement of federal aid in competency-based education programs.

It's all very convoluted and I could be wrong, but I don't think the article is saying that all federal financial aid to competency-based programs is being discontinued. Rather, it sounds like certain exceptions for those programs will no longer exist, meaning they'll have different requirements than they do now. Will probably lead to a major shakeup at some schools, but if I'm reading it correctly, this isn't the CBE apocalypse your post title seems to indicate.
