The enrolled options plan essentially waived the residency requirement for a fee. I don't really see the residency requirement as an academic issue so much as a question of covering their costs. If they allow everyone to transfer everything in and don't charge a fee how do they pay for their overhead? They had obviously come to the conclusion that $888 for a bachelor's degree was not enough to do that.
Since they are still the cheapest choice out there, it's hard to say they are wrong.
