If you send a different transcript on day 20 electronically like ACE, they will evaluate both transcripts on day 25.

This is all the proof you need that it's a "scam", that they are intentionally delaying evaluating transcripts. The only reason I can imagine for why is that they want to discourage people from sending a new one in every week when they complete another course somewhere else, but they could accomplish the same thing by just charging some small fee.
