I believe they are looking for people that have CCNA type certifications, people that know how to "speak" Router language, and how to build and engineer networks from the ground up.
For example, being able to advise and know what equipment will be needed to pass "data" from here to Iraq, Afghan, Korea, etc. unsecure, secure, and coalition classification type data.
