Negative Exponentials
#3
it's neither...

the answer would be positive 1/9...
because the negative inverses the 3 to 1/3 and then when you apply the exponent (which is 2) to the 1/3 so...

3^-2 = (1/3)^2 = (1/3)*(1/3) = 1/9

does that help? =]
