Does lower level credits refer to BA level courses and upper level refers to Master level courses?
In any case, does IC have any upper level exams available?

I don't think "upper level" is Masters level... I think it's more like...
lower level courses: 100 level courses
upper level courses: 200 +
Most of IC is for 200 + level

Actually, what counts as "upper level" is determined by the university. Both upper & lower level courses are undergraduate courses. Generally, college-level coursework for undergrads comes in the following varieties (there are many schools that deviate from this standard.) At a traditional school, 100 generally corresponds to freshman courses, 200 to sophomore, and so on:
001 - 099 -- remedial/preparatory courses. Does not count toward degree.
100 - 199 -- lower level/introductory courses.
200 - 299 -- lower level at Excelsior; upper level at TESC
300 - 499 -- upper level at both Excelsior & TESC
When you get into the 500+ range, you're doing graduate/masters-level work or higher.
IC does have flashcards for upper-level undergraduate exams. You can probably access a list of those on the landing page for the site.
