They've had those all along. It's just that it's very difficult for adults to take AP exams (schools are allowed to say NO to people who ask to come and take the tests on campus, because it's during school hours when kids are all there).
And while the courses are free, the AP exams aren't (or at least, vouchers aren't available like they are for CLEP exams).
But for anyone with high-school-aged kids, this is a good free resource to take AP classes, or to study for the AP exams, or both.

If you complete a course with Modernstates, can you print out some sort of transcript or certificate of completion for your own records?

You could print the progress page which shows that your score for each section.
I don't see any kind of other thing showing completion that makes sense to print.

Actually I have never taken one of their AP courses, but I was assuming it was the same kind of format with the Progress page. If not, I'm sure there is something.

If I'm reading between the lines, you want to know if you can put "AP ___(subject)___" on the high school transcript. That's a no, however, you can use any curriculum you want to prepare for the AP EXAM, so if you used the Modern States prep content along with whatever curriculum you're using, you can title it "College Pre" or "Advanced" etc. or you can make up a name. Then, you can have them sit the AP exam when you find a high school.
If you're looking for the cheapest "official" AP course so you can get it on the transcript, you can do several through Straighterline. The upside for SL AP courses, is that you can get ACE credit if you opt to not take the AP exam (what 2 of my sons did- both did this whole list and have it on their high school transcript). You can also take the AP exams, which would give you the transcript entry plus a score.
