APUS has competency based programs?

Yes, they also have programs in fire science management and emergency & disaster management.

It seems interesting but students can't use VA or federal student aid with that program.

They're kind of new. I think they've been around for about a year or less. When a school is just starting up competency-based programs, it can take a while to get approval for financial aid. After a school has a system going, they can get new programs approved relatively quickly. Capella's new FlexPath programs usually say "not eligible for financial aid" for a few months.

Thanks for the excellent update.  I need to do some research into APUS and fire science management and emergency & disaster management competency-based programs.
