Low cost PhD in Philosophy or Humanities via distance ?

Can anyone introduce some PhD programs offered via online or distance ? 

I'm looking for something that's RA. So far I've found Salve Regina University's PhD in Humanities program

but i think it cost alot. Like $800/credit hour.

Or if anyone know's a research base PhD degree program ?

So far I've found 2 cheap options - 1) Sofia University and 2) Uni of South Africa 

The PhD programs in Uk cost like 15k pounds a year - that's really alot.
