Looking if there is a one year or 16 month LLB (Bachelors in law) for those with another bachelors degree. I have been looking for a european, Philippines, or Indian school which offers it via distance education. Ultimately I would like to get licensed in the Caribbean and specialize in offshore company formation.

An LLB will take you more than 12-16 months even if you already have a bachelor's degree -take a look at the UK's University of London and Northumberland University (maybe also Nottingham University).
