I don't think there is a CLEP or TECEP exam for this course. You can take Introduction to Business Communications with Straighterline. The class is pretty easy, you should be able to finish it under 3 weeks for about $50 for the class and $100 SL subscription. Can't remember the price of the book.

Forgot to mention you can also take Corporate Communications with Saylor. I think it's free plus the cost of the transcript.

TESC told a forum member that Uexcel Workplace Communication with Computers meets this requirement.

Not sure about the uexcel because I've never taken one, but I can recommend the following courses/exam.
Penn Foster's Business & Technical Writing course which also transfers as ENG-216. It looks like the individual courses are now priced at $237 (was $270 in 2010). This non-proctored course consists of 2 M/C quizzes and 3 written assignments. The final is a culmination of the WA's assembled into a short business proposal and uploaded online for grading. One of the easiest courses I've taken. Straighterline Business Communications (TESC COM-300) was also very easy but it had a lot more work: 15 quizzes, midterm and proctored final along with 3 written assignments/project. Cost $150. This U/L course can also be used in the area of study (management) or as a business elective. A used copy of the book is currently $5 at amazon. If you also take DSST ENG-201 there is lots of subject overlap and it can be used as a gen ed/humanities elective. After either of these courses you could take the DSST exam with no further study.
