TESC no longer accepts FEMA, but Charter Oak does, so that might be your best bet.
Criminal Justice - Charter Oak State College
Penn Foster offers a lot of the classes you will need to complete that major.
I bet Sanantone will be along soon to offer better advice about CJ degrees. : )

COSC accepts FEMA as follows:
Printable Course List
But they accept it "raw," so you do not have to pay the $80 per credit.

As KayV said, COSC will be your best option for utilizing your FEMA credits. COSC's degree will technically be in General Studies with a concentration in Criminal Justice, but their concentrations are equivalent to majors. What is it that you want to do with a criminal justice degree? It is not a test friendly program. Also as KayV said, Penn Foster offers a lot of ACE-approved CJ courses that will be cheaper than courses at any of the Big 3. Propero offers some CJ courses too, but the reviews for them so far have not been good. Excelsior and COSC will mostly follow ACE's recommendations for upper and lower level credit. TESC is more about matching degree titles to what they offer or have evaluated in their PLA database.

Short Story: Are you sure a BSBA in General Management or a BA in Social Science from TESC won't work for career goals? It would be considerably cheaper and much more test-friendly.
Long Story: Here is an attempt at a degree plan for you below. As you can see, once you have fulfilled the upper-level/ major requirements, you will only be able to use 26 of the FEMA classes plus the CLEP German for 12. That's a great start, but CJ is not a test-friendly major at all and you will have to take a bunch of classes. See what you think.
