I looked at (and liked) Valdosta State, but it appears that the Public Administration Internship isn't waiverable as it is at many other schools. An internship wouldn't work out well being active duty military

Maybe it could? It's not uncommon to work out an internship deal with one's current employer. Why not contact the department at Valdosta State to see if they've had active military personnel in the program before, and if so, how the internship has been handled.

That tuition rate is hard to resist!

Honestly, I would much rather go through a tougher, more demanding graduate program. You'll be better prepared for tougher, more demanding jobs.

I couldn't agree more. Be a trailblazer...make it easier for the next guy/gal. You're out there putting your life on the line...is there value in that sort of internship? I think so...I think it eclipses just about any other type of internships that traditional resident students may find. I'm sure the director of the program would agree.
