I know if I was applying to excelsior I would wait until I complete my associates degree at Chattahoochee Technical College because of the $500/year fee.
I am going to school to be a Board Certified Occupational Therapy Assistant. I have 57 credits right now. Once I complete my associates, I will have over 134 credits...15 hours of upper division comm, lots of health science credits and gen ed. I am pursuing an Occupational Therapy Assistant associates in applied science.
When should I apply to Charter Oak to make sure I have a bachelors program they will accept? I am thinking of a design my own degree: BS in Health Communication. Is there a downside of applying early? When should I start the process? I have about 2.5 years or so before I will be done with my COTA.

I'd recommend applying during your last term at Chattahoochee Tech. It takes about 4-6 weeks to get all of your transcripts in, read, and to get you advised.

Do you all know whether Excelsior or Charter Oak would consider OCTA technical college courses for a bachelors?

They will consider those courses, but since they come from a technical college, they will count them as lower level.
Are you wanting to get a particular degree, or just any bachelor's degree?

I would love to get just a bachelors degree. If I could write my own BS, I would love either a rehabilitation communication/science degree or Health Communication degree. I figure this will merge my communication credits with my occupational therapy associates. Any suggestions? My dream job would be occupational therapy or teaching parents health related topics (special needs, occupational therapy etc) in hospitals, schools and in the community.
Any thoughts? Any tests you would suggest to fulfill this degree? Do you agree COSC is the best option? I am considering taking the psychology subject GRE (I have some knowledge base of bio thanks to 2 semesters of A&P...I am not sure if ai am brave enough to try to study and take the gre). Suggestions?

I would recommend COSC's health studies program, but you would have to wait until you're certified for that. I'm really not a fan of self-designing degrees unless it's absolutely necessary. Your degree will be in Individualized Studies, not the title you made up. The correct way to put it on your resume is that you have a Bachelor of Science or Art in Individualized Studies. Then, you could put in parentheses that you focused on health communication or something like that. But, to say that you have a BS in Health Communication would be lying. Health communication is usually a graduate degree and not even that common, so I don't even think that would be the best title to pick. Health science is the more recognizable title. Health communication is a communications (humanities) degree anyway. It's not a technical degree.

You could complete the requirements for a BA in Communications just by using 7 TECEPs, the Capstone, and ALEKS Intermediate Algebra. I think a Comm degree with a COTA would be a good basis for a Health Communications job.

Well, this is sweet! From perusing the TESC General Ed website, PLA courses count for Intellectual and Practical Skills, so you could just take the free 3-hour class from Kaplan and put it on an ACE transcript. That would replace ALEKS Intermediate Algebra above. ALEKS would work too, though, of course.
