It always strikes me as odd that Duolingo, the $49 online English proficiency exam, is accepted by universities like Yale, Dartmouth, and Johns Hopkins, but still not by the colleges were it would do the most good for most international students. At least Arizona State and UW-Madison will accept it, which are names that pop up here sometimes.

Maybe you could e-mail COSC to see if they might accept Duolingo as equivalent to demonstrate English proficiency? This website shows correlation between TOEFL/IELTS and Duolingo scores: https://englishtest.duolingo.cn/scores
