Well, you can earn the 90 transfer credits any way you like, and online ACE options abound. However, you will need to transfer in at least 24 RA credits in addition to the 2 mandatory courses at COSC (2 courses).
If you already have 24 RA credits, from COSC or elsewhere, then that is all you need. If you don't have any RA credits then you will need to take college courses somewhere to get up to 24 semester hours of transfer credit. That, or find another school. If you don't want (or don't have) local community colleges options, there are RA colleges that offer online classes, but not too many options for self-paced courses.
So, you can still do the degree completely online starting at 0 credits if you earn at least 24 semester-hour credits from an RA school that offers online classes. Everything else can still be done online with ACE courses and the cornerstone and capstone taken from COSC directly.
