I am thinking about taking English Lit. and 9 FEMA credits. Does this sound correct? How long does it take to enroll and how long after enrolling does it take to graduate?

If you are under 21 you have to get an exception from the dean of admissions. Make sure to either have already sent transcripts to TESC or include scans of the print outs they give you for CLEP/DSST tests. It may take a few days for him to reply. It took 10 business days from when I applied to when I was accepted. Once I payed the enrollment, I was processed in one business day. FEMA credits can only count towards free electives, not general electives. But US History, Algebra and Math would count as general electives and then you could use FEMA in their place.
Goal - BA in History at Thomas Edison State College

Taking War and American Society and Liberal Arts Capstone at in August semester.

Great. Thanks for the information. How long does it take to graduate after you enroll? I have heard it takes 6 months. Is this true?

That depends on where you are at in your studies and when you submit for graduation. If you hold off enrollment until you have the full 120 credits, then you will graduate on the next available date. The graduation schedule can be found for TESC here:http://www.tesc.edu/documents/Request_fo...n_Form.pdf

Okay so now I found out that I will need to take 3 more tests because of the TESC new policies. Do I have other options? Would my credits work better with Penn State or Charter Oak? I am so sad that they changed their credit distribution!!! I was a couple of days from enrolling and finishing my degree. Please help!!

A quick look indicates you would need the following for an AA at Charter Oak State College (COSC):

Ethics (3) (there is a free one at saylor.org that should work or there is a clep or dsst) FREE?
Speach (3), DSST or prove you have some public speaking experience and get this requirement waived. Waived?
Non US History (3) and Global Perscpective (3)....you can fulfill both of these with the DSST Human Culture Geagraphy $80
Natural Science (4-6) Take any SL Chem/Bio with a lab and be done, any 6 credit CLEP, etc... (100)

COSC Cornerstone ($1000)
COSC enrollment fee ($240)
COSC Graduation fee ($205)

You can still get this done by the end of the year. The Cornerstone is an 8 week research based course that culminates in a paper essentially about you.

TOTAL cost at COSC about $1650 give or take a little, depending on factors discussed above and incidentals.

I think you will have to apply for an age exception, but they will grant it based on your accumulated credit.
MBA, Western Governors University February 2014
BS Charter Oak State College November 2011
AS in EMS August 2010

I'm always happy to complete the free application waiver for those applying to WGU (I get a free gift from WGU for this).  Just PM me your first/last name and a valid email so I can complete their form.

They take FEMA for free, but I don't think she needs them (she has/will have the required 45 liberal arts credits credits, plus 15 more electives to make 60). There is no Capstone for AA/AS degrees at COSC:

Charter Oak State College - Completing Your Degree
"Students enrolled in a bachelor's or associate degree program at Charter Oak are required to successfully complete a 3-credit cornerstone course. Students must take this three-credit foundational course during their first term as an enrolled student. Students enrolled in a bachelor's degree program are also required to successfully complete a capstone course in their concentration from Charter Oak State College to graduate. "
